The FDA has issued final guidance for drug companies on how to develop, distribute, and label apps used alongside their prescription medicines, the agency announced.
According to the FDA, the guidance covers 3 questions for industry: whether app content counts as FDA-required labeling or promotional labeling, whether an app should be referenced in a drug's prescribing information, and what companies should submit to the agency when app content is distributed to users. The agency said the guidance ends longstanding uncertainty on these issues.
The guidance identifies 2 categories of companion software. Apps tied to a medical device, such as one paired with an asthma inhaler, generally should be described in the drug's prescribing information because the software is central to how the medicine is used. Standalone apps, such as symptom trackers, dose reminders, or health coaching tools, belong in the prescribing information if the company can show the app is essential to safe and effective use or provides a meaningful clinical benefit. The FDA said content that a companion app shows users will usually be treated as promotional material, in line with the agency's approach to other drug advertising.
Michael Davis, MD, PhD, director of the FDA's Center for Drug Evaluation and Research (CDER), said the guidance reflects the agency's commitment to "responsible, risk-proportionate oversight of digital health" and aligns its approach across its drug and device centers. Chris Wheeler, PharmD, director of the Division of Medical Policy Programs within CDER, said the guidance is intended to help ensure that the information these tools provide is accurate, evidence-based, and clearly communicated to patients and their providers.
The FDA said the guidance is meant to give developers and manufacturers more clarity while maintaining the safety and effectiveness standards that patients and healthcare providers depend on.
